I RESTATE. I THINK WOLVES COULD HAVE A SPECIAL ANNUAL TRACKING/MONITORING WITHOUT BEING PROTECTED ALL THE TIME BECAUSE THERE ARE SOME SPECIES THAT NEED IT MORE THAN THEM.
