Verbs in general can be transitive or intransitive
Transitive verbs take an object
Open __   What?  the door
Ok. Open the door. (Open is a transitive verb)

Intransitive verbs do not take an object
Let's walk .  Walk what? Nothing . Just walk. (Walk is intransitive)
I walked the dog.
I swam all day yesterday.

Phrasal verb
A phrasal verb is a verb + particle(s)
Watch out!  verb + preposition
2-word phrasal vers (work out, turn off, turn up, etc.)
3-word phrasal verbs  (come up with, get along with, etc.)

Transitive phrasal verbs
Separable
I turned on the lights. <---ok
I turned on them. <---xxxx
I turned the lights on. <---ok
I turned them on . <---ok
Inseparable
I get along with my brother. <--ok
I get along well with him .   <---ok

Intransitive phrasal verbs
Inseparable (because they take no object)
I worked out in the gym.

I get along good with my brother. <--x (adverbs: they modify verbs)


What is the rule to identify transitive or intransitive verbs?
There is no rule . It is just usage.
